Could you try connecting the computer with the router? Just to see if this changes the situation in anyway. Have you removed the Anti-Virus that expired or is it still on your computer? What was it?

Although theirs a 100% packet loss on one step this might just be a address that is being blocked from being pinged.

Have you tried the other steps in the thread?

Also just confirmation, are either of you using a Proxy or VPN?
