With so many people getting this error it is obviously a problem on YOUR end. Why can't you (Bioware) get it fixed without making people sit on the phone for hours whenever they want to buy more Cartel Coins? I get this error on both cards attached to my account (1 debit and 1 credit) and I also get a "general error" when trying to pay via Paypal.
