Not sure if it is exactly the same thing but TORWars has an interview in which it is stated that 2.1 has an 'Escrow Transfer' cartel market item. Looks to me like a purchase to transfer a one-off set amount from your escrow to your available credits, rather than a straight up increase to the amount of credits you can carry. But then I could be reading it completely wrong.

It was the same for our own Space Shuttle; once it was in orbit they would open the bay doors to let out the heat.
