Yep, a Star Fortress above Balmorra is actually a good idea, but Spoiler in the bonus HK55 chapter the exarch in charge with Balmorra dies or is killed by HK

These guys were loyal to Zakuul, It wouldn't have taken them long to realise what happened, and if they banded together, they could be a future threat.
