Those would be the healers the poster is complaining about. I think. I believe the poster completely missed the idea that those can also be DPS ...

If you go by that logic tanks and healers should do no dmg and just heal and tank.

Just like dps only dps.
Well you know ... if tanks do 0 damage they lose aggro quite fast in my experience ... just saying.
The Lord said: "QQ enough and thou shall receive it."
The followers said: "I shall QQ my lord, i shall QQ."
And since then , not a single day passed without the QQs being heard.

Say you want do flash point cant find healer? There should be at least 1 or 2 heals even just for the class in general not spec so if healer goes afk or you cant find one its still doble to do hard flashpoints and quests.
There are DPS class heals - if you choose the right DPS class. A level 20 lightning sorcerer is approximately the same as a level 20 corruption (healing) sorcerer. Either can be a main healer and keep a flashpoint group up. It's only after that when things diverge ... but the lightning guy never loses those heals.

The caveat here is that those heals aren't powerful enough to be a main healer. As important, the mindsets for main healers and primary DPS are about as different as it is possible to get. This is particularly true in this game where the UI pulls healer attention off to both the left and bottom edges of the screen.

If it's self healing you're looking for, pick up Biochem. Purple medpacks and medunits are infinitely reusable. Just stick one on a keybind and boom - new self (or self + companion) healing power for any class.
