say you were born on an imperial controlled planet, are you allowed to fly to a republic controlled planet and become a republic citizen?

As an ordinary citizen? I would imagine it to be difficult, your vessel would be identified as Imperial and may be attacked.

If you were someone who knew a fair bit about the Empire then you would be accepted as a useful defector, albeit at the risk of Imperial Intelligence finding you and 'silencing' you.

No, or else the Republic would be having too many alien refugees fleeing from the Empire to handle.

It's possible, but it's hard to escape an Imperial-controlled world. They tend to stop you from doing that.

Courscant is full of Imperial refugees, for example.

^ what they said, and also, if the republic captures the world that your living on, then technically you become a republic citizen and are then freed if you're a slave

I imagine no slave has the resources to flee the Empire anyway.
