Problem: SWTOR_setup.exe

Whenever I try to install the client, I get this specific error.

'Error: Switch from current encoding to specified encoding not supported. Line 1, Column 39 in xml configuration.'

I am completely out of ideas.

This might be related to the .NET XML parser fixes Microsoft made a while ago?

Make sure you have the latest copy of the .NET Frameworks; check Windows Update for .NET-related updates, and if there aren't any, you can try to use the latest .NET Framework 4.0 installer.

Wild guess, but still... can't hurt.

Out of morbid curiosity, you aren't using a Windows account name with any accented or non-ASCII characters (Cyrillic, Greek characters, etc.) are you?
