People are talking about real money here, not in-game money. You won't have to pay CC to get the mats.

I really don't care how rare the mats are going to be - if I deem it worth it, I will GET it.

They're not going to gate Legacy storage by making some sort of special material that's bind to legacy, of course not - you're going to find the mats and the crafted components on the GTN, same as always.

Even if it's going to cost 10 mil, I'd still rather have five bays of Legacy storage waiting for all my characters than a Walker mount.

(of course we don't know how many bays we will get. Just an example.)

They should make the mats so they are farmable without having to be a raider. It should be set up so anyone with a crafter high enough level can do it. It's Legacy Storage not 180 gear.

There is no Cartel Market (real money) equivalent for 180 gear. There is no impetus for BioWare / EA to guide players to spend real money for 180 gear. Yet 180 gear requires materials that are challenging to obtain.

With Legacy Storage, there is a Cartel Market (real money) equivalent. There is plenty of impetus for BioWare / EA to guide players to spend real money for Legacy Storage. It's called revenue and profit. It would be surprising for this to not be significantly more burdensome to craft than is the 180 gear.

As others have said though, we need to wait to see the method to acquire the crafting recipe and what materials it requires. BioWare has surprised us before... but when was the last time it was a pleasant surprise?

Yeah their incentive will be to make it extremely hard to craft so they can profit.

It is possible, and seems probable, that materials will be of the rare and expensive sort. Think about the materials required to craft the top-end hilts and barrels and such today to set your expectations.

Is that "free"? Well, technically I suppose it might be... if you can get into enough raids and lucky with enough rolls to win the components when they drop.
If it is possible to acquire without diving into the cartel market, then it is free.

Hopefully the mats WILL be rare and expensive in-game. The fun of an MMO is working towards something. What fun is it to be given something for no work?

If they want to give us something to do, they could always introduce new nodes on the worlds (all of them!) that spawn randomly and provide mats for this sort of thing. And I do mean random - no carefully hidden nodes that will be on Dulfy as soon as the patch goes live, no, real random spawns.
