It's true only Severity downed Hateful Entity within the first few months before 2.4, but many more have done it now. Also, it's something cool that many less serious players I talk to get excited by (especially the mask), even if it isn't on the horizon for them. I'd like to see 'secret' open world bosses more though. Something to actually 'Fight' over as the conflict between Imp and Rep grows in the story.
