Strongest Mods we can make....?

I have 450 Artifice and I am about to start on Cybertech so I am curious, are the purple enhancement 28s ( or other mods) lvl 53 the strongest we can make? In order to get better mods for our gear we have to get them doing flashpoints and operations only? Can we create 70+ mods that I have seen?

Just wondering because at the moment I purchased all schematics available from the crew skill trainers and they have nothing left to teach me. How can I create stronger enhancements or mods than 28s?

Tier 34/level 78 armorings, mods, and enhancements will be learnable and craftable in 2.7. 2.7 will go live in early April.
