Done it in EQ1, back in the day (Fire And Fury, Firiona Vie server). It means "we're going to do X raid so we can gear up to do Y raid, which we need in order to gear up to do Z raid." The progress, in this case, is X, then Y, then Z. We can't just go do Z raid now because we need gear from Y raid to handle it, and in order to clear Y raid, we need gear from X raid.

^^ That there guild is "progressing" from X, to Y, to Z. Once they finish Z raid, they'll be hoping that more (harder) content is released so that they can move on to something that will be challenging in the gear they got from Z raid (so that they can continue progressing).
