Well you must have played with a completely different subset of people than I did. The hideous shoulders, crazy clown colors, etc etc were a pretty big deal when I used to play. They just couldn't DO anything about it then.

I care about my appearance and I care about my stats which is why I pick mod gear to wear. I am level 55 and all my gear is purple 66 and yet my outfit looks good. You can look good and have good stats they are not separate issues. Just because you don't care about what you wear doesn't mean others don't. And there has been complaining about the outfits since launch.
