I think names should be purged after 3 months of inactivity and that's the end of it.

Also, i think we should be able to check available names before activating the name-change ability.

the names arent exclusive between servers..you could name your jedi whiner1 on harbinger and name a agent whiner1 on any other server...so try again

so if someone doesnt log into the toon for a couple of weeks you want the name? I may not play some of my 50's for a month while I am leveling up an alt.

I keep seeing people claim that the account hasnt been logged in in a year. How on earth can you tell that? I have a sentinal I havent been on in 6 months. But my account has been logged in multiple hours almost every day. You can friend 1 name. you cannot friend an account so you have no idea what their account status is

Naming policies need to be changed. Character names should not be unique. Legacy names should. Communication should be on-Legacy basis, with "stealth/hidden" options for characters you want to hide on.
Agree. Just as it is, to a degree, in real life.

Case-by-case sounds good to me. The only thing is I don't think customer support would be in favor of the increased workload. Wide-sweeping, automated changes may also cause a bit of a backlash.

There are actually not nearly as many requests for this type of service as most people would think. With WoW, they said they averaged 5K name changes in their busiest year. At it's best, that was still only 20 a day, and the request itself takes 3 mins. That is the FASTEST response I ever got. The CS got my ticket, looked up the name, noticed the account was inactive for almost 11 months, and freed up the name. I was FLOORED. So, I know the process itself is very minimal, but, they could make a script that could search the name, verify its length of inactivity, and based on the yes or no answer, would either wipe the name and generate an email to say it is available, or send an email denying the request based on the age of the inactivity and to try again in 30 days.

Forced re-names when your account has been inactive for over a year? Obviously, with a week warning or such, prior to doing it.

There are obviously edge-cases, hence the warning given to you via e-mail. If you're gone for more than a year, the chances of you coming back are slim-to-none. There isn't really a good solution -- but after THAT long of a time-frame?

Hell. I left for 6 months, came back and had to rename 99% of my toons. No warning to me. I have names I enjoy, but I understand the frustration others have.
I agree with this, however needs to be 120 days or better. 1 year of inactivity, means the person is not likely coming back. Free up the character names for those actually keeping your lights on BioWare.
