Texture flickering on Intel Card

I'm running a high end laptop with an Intel HD 4000 graphics card. I am getting an issue where all of the background objects on my screen (roads, fences, random crates dirt and other junk) flick to the lowest graphics quality momentarily every few seconds before re-rendering in high quality. This does not happened to character models, only static objects. It is very prevalent during conversation and is beginning to drive me up the wall. I have tried every preset graphics quality and the issue still persists though it is less visible and frequent on the lower settings. Is this a known issue? Are there any workarounds? Any help would be very appreciated.

ps: This rig can play Skyrim on Ulta settings with the HD packages installed so this is not a question of processing power or a bad card, it seems that SWTOR has an issue with this particular graphics card rather.

Only suggestions I have is

try the repair on the launcher after login (lower left cog)
Delete the DiskCacheArena File
Make sure you have the latest intel driver

Intel HD 4000 is listed as the minimum requirement so it should be good.
Edit - seems I was mistaken HD4100 is the minimum requirement
