No clue if it's actually in the game to be honest, for player use anyway. Similar to you, I've seen an armor on an NPC that's cool looking, but can't find the the player equivalent.

Hmm, swear I just saw someone wearing that chest the other day or something with a similar front plate anyways - I think it's a CM thing

The helm looks very much like the one on the Fleet Comm vendor (behind the ship parts vendor on imp fleet)

It's a PvP set at level 50, the free recruit gear. Also moddable ones from the BH PvP vendor on the fleet. Battlemaster I think.
If you can't fix it, forget it.

It's the old battlemaster eliminator pvp amor set. It's not available from vendor any more but some people can craft it.

I know the set on the left toward the bottom of the page was one of the lvl 50 pvp sets, but I believe he's referring to the set on the right since he said "and the blasters (PLURAL) he is wielding"...the one in the lvl 50 pvp armor is only holding one blaster.

55 Sorcerer | 55 Marauder | 55 Assassin | 55 Mercenary | 55 Sniper | 55 Operative | 55 Juggernaut

The one with the red chestguard? I don't know, I think I have seen that in random loot drops, go farm the gtn. The helmet though, I think is available from completing class quests.
PvE theorycrafting has really loosened their standards.
