Switching gear

Ok, forget the impending 2.0.

Currently, what is the rule or mechanic regarding a player who switches gear upon entering a WZ? I've heard that if you want to switch, you need to do so before entering. I've also heard you need to do so before queueing. I've also heard that it makes no difference.

I am not as much interested in whether it helps a lowbie to switch gear, but rather WHEN should the player switch gear.

There is no such restriction. Not only can you switch gear in the middle of a WZ, you can also respec.

Most obvious switch? Voidstar offense & defense.
the bastion fitzwilliam (guardian tank), old-gregg (shadow)
the harbinger MrDarcy (sage healer)
the fatman Switters (mothballed waiting for server xfer)
