Since reputations are legacy wide, that was done to prevent from "maxing out" one quickly with 12 character a player may have.

I don't get the PVE'rs complaints. Do we really need to break out statistics on how much gear is obtained through PVE vs. PVP?

Well it is on Ilum and in an open PvP area so you will most likely have to fight through the opposing side to complete these quests I would assume. Of course this is all initial information we should hopefully see more details as the release gets closer.
