PvE:

TLDR;
Both are good.
TK:
- ups: slightly higher damage, have to put in a real effort to lose force
- downs: not as mobile (moving stops your dps)
Balance:
- ups: quite mobile, some automatic selfhealing, perfect for playing target for boss mechanics (lightning rods, spit)
- downs: plenty of boss fights contain moments of 'temporary invulnerability' messing up all your dps you get from your dots, force levels dont stay high if you have to move too much

PvP:

Most people prefer Balance due to high mobility and no activated abilities. have seen some TK Sages in PvP who can put high numbers up if left alone but they are sparse.

This hybrid also works well, particularly in PvE, for PvP pick up the instant CC and may wan to run full balance anyway to get the 2s snare on Sever Force:

Personally I have no idea on the hybrid you linked I have never seen it before. Seems wierd to go so high up TK and not have Turbulance or taking FiB but not having Mental Scarring. But as I said I have no idea, never tried it out or seen any numbers on it.

Also since free respecs you do not need to confine yourself to the same spec for PvE and PvP and can adjust them accordingly.
