How is this spec for PvP / PvE http://www.torhead.com/skill-calc#200ZfhrRkfMRrkZf0c.2 ?

That spec is fine for new Assassins. I would recommend going through a few of the threads on the first few pages of the Assassin forums. I would focus in on the ones that have [Guide} in the title.

You want something like this. Dont waste time looking for the main build on forums. Noxxic has been amazing for other mmos and has been great with star wars as well.

Noxxic may have been good with other mmos, but I find his site very short of information for swtor.
There's plenty of good guides on the forums (especially for shadows/sins). I'd suggest reading Wakalord's guide or Shinarika's one. Or actually just read both.

Static Cling and Magnetism are a waste in pve.

Combined with 3 points in Thrashing blades and 2 points in electric execution, it'll even out (or even be better) and be more substained which is better for PvE.
I use to be a Deception Assassin, then I took a Dev comment to the face!
Now i'm a Mercenary healer.......

Chain Shock will always be better than Charge mastery.

On top of that, I'd say 3 points in obfuscation is a bit useless as well if it's only for PvE.
If you really want to run a full deception spec in pve it should probably be 2/31/8 with trashing blades & chainshock.

It's for both PvP & PvE.
Why is it best to go Deception first?
