FWIW, libcef is part of Chromium; the theory is that you could put the DLL in the system32 directory and it'd be shared among everything, but as the API has periodically changed in incompatible ways, it means if something else installs a different version of libcef you can have Problems.

SWTOR is *not* the only thing that installs libcef there (erroneously or otherwise), so if the problem comes back, check for the file again; something *else* might've installed an incompatible version of the Chromium libraries and caused the launcher to choke on a hairball again.
