I always use my force lift before the tank pulls aggro and have no problems. Straight after i use it i use my aggro dump and a bubble while him and the DPS start wailing on the enemies and we have no problems.

In the OP's case, it sounds like the tank was doing a lousy job on timing his pull leaving the healer to take agro, and OP was right to refuse once it was apparent the tank couldn't regain agro.
