My agent's loyalty is to the Empire first and Sith second. To him they are just scarecrows used to keep the cattle at bay. Pretty much like Vader was.

Yes, I noticed that, too. But that goes through all the lore, all the way to the original movies, so George Lucas himself is to blame.

If you played the original KOTOR games you notice that the average Imperial trooper would rather have as little interaction with the Sith as possible. They tend to not care about casualties and failure of any kind usually merits execution.
