Hi,
The guild registrar can not be found in my game as I can't know the exact location of the individual to find. What is the exact name of the planet or station that the registrar is on and what is his x and y location?

Greetings motocrossman!

You can find more information on Guilds in our Online Manual, specifically our Guilds section. The following may be of assistance to you pertaining to your question:

Quote:
To create a Guild, you must:
  • Form a full four-member party (each founding member cannot be a member of another Guild). The leader of the group becomes the Guild Leader. In order to be a Guild Leader, you must be a level 10 character. The Guild Leader can create new ranks of the Guild, and assign powers to those ranks. He or she can also send a message of the day that Guild members see on login.
  • Pay a one-time 5,000 Credits fee.

Once you have met these requirements, visit the Regional Guild administration office (located on Coruscant for Republic and Dromund Kaas for Empire). Type in the Guild name and click CREATE to start the organization.
We hope this helps!

Guild registrar can be found on the fleet... Down the stairs from the galactic market, in the same room as the guild banks (next to the speeder vendor room)

Or you can find one on Dromund Kaas. As you enter the market area of Kaas City, before you go up the platform to the bank, he should be off to your left.
