It is advertised as future content, not Expansion. I`d say 99.9% free.

It will certainly be free. Noone is going to spend money on any expansion considering the game's current state. Apart from the fact that there is simply not enough content for an expansion.
Why PVP healing is borked since 1.2 you might ask?
Simple: Bioware intended to remove Trauma with the changes to Expertise but someone simply forgot to turn it off.

If the surveys are real, the various scenarios are used in market research for conjoint analysis, where you can figure out the best combination for highest profit, or if you choose (rarely the case) maximize number of packs sold (at a lower price and/or with more utilities).

Hmm. If they were to include 'Luke Skywalker's speeder', this would throw lore out the window in a manner that has not been done thus far, as that wouldn't exist for about another 3500 years in the timeline of the universe. However, this is EA we're talking about here, so I could well see them chasing money by shoehorning that in as extra content you have to pay for, lore be damned.
