Not having macros was a conscious decision because including them would make it painfully obvious how shallow the class design is with some of these. I'm looking at you, Jedi Sentinal, with your Focus builder with no cooldown + Focus builder with a cooldown that both somehow need to take up their own space on my quickbar. What it really does is encourage players to spend more time looking at their quick bars and less time at the action... which in the case of SW:TOR might be a good thing. :/ I know with my consular I'd probably break it down into a project/wave/disturbance rotation macro and a DoT rotation macro and my smuggler could easily combine back blast/pistol whip/heavy blast into a close ranged macro.
