Why? Because players are leaving and "everything is on the table" to get them to stay or come back. There's nothing factually wrong with a statement like that, but it does demonstrate how easily it is to interpret the actions of the team--for good or for worse. Whether or not the game is in decline is moot. They're treading water at this very moment and that article confirms it.

If BioWare can't admit to something, what have they done in the past? Lie about it? No, they remained silent. Here we have 2 articles in one week of them saying that they haven't declined. Notice what they remained silent about? They haven't increased, either. So, yes, there is a trend to keep an eye on, but the sky's not falling. Really, people, it isn't. BioWare has already started server transfers. All you have to do, is await your turn.

That quote from February first was talking about people who were still playing their first free month you get when you purchase the game, and they clicked on "Subscribe" and took the time and effort of entering all their CC information. That does not sound like an inactive player to me....
