There is a vendor on the fleet stations that is called Starship Upgrades (not the comms 1) and they sell different sets of pilot look gear, all of the peices are mod-able, the low lv ones look like crap (I think) the higher lv ones look much better. But if the choice is between looking good and having good stats I say suck it up and go for the stats. Edit** The pvp armor vendors sell modable hand armor. Also, you cannot buy orange items with augment slots, which is what the OP is interested in, anticipating the change designed to force us all to wear orange armor.
