I agree that once the cool factor of stockstirke wears off...it is hardly heroic or what I expected to be doing with a "ranged tank". That being said, I still think the class has a really great ability to do a lot of stuff well, ie tank, pve pvp raid etc and do it with style =)

i like stockstrike. i played BH in beta and got tired of SHORYUKEN very quickly.

Imho, shield spec will be the group pvp build. As well as harpoon, there's the whole activation time on cell changing - and for guard you need to run ion-cell - which shield-spec boosts. Pretty sure there won't be time to switch cells when you want to guard, so I expect to be running ion all the time.

The problem you appear to have with the synergy of the talents you mentioned is that the DoT is weak and will be overwritten in a single target tanking situation. To me the point of the DoT from Ion Overload isn't the damage but rather the DoT itself enables the use of High Impact Bolt.

Fully Talented in a tanking (shield) spec Stockstrike auto procs Ion Cell, applies a snare and a DoT to the target (which in turn allows the use of High Impact Bolt), has a 30% increased crit chance, and does 30% more crit damage. It also hits 8% harder with 2 points in Assault.

Trading more Stockstrikes for more Pulse Cannon's which gets no direct benefits in the Shield tree and is so situational in PvP seems like it would be even less useful and provide less synergy than what you are trying to replace it with. If your major issue is the DoT being overwritten why not hit another target? Pulse Cannon is going to be a DPS loss in single target situations so it will have no use in single target situations at all, so refreshing it's cooldown instead of Stockstrike is going to be worthless.

Don't you think Bioware could come up with something more fun, more "heroic" than spamming Stockstrike?

That is my point.

Especially given that Mortar Volley, Pulse Cannon, and Unload are virtually unusable to PvE tanks due to pushback.
