I have two questions about server queues (waiting in a queue to get into game).

First -- At which point does a server incur a queue? When it is marked "FULL" or when it is "Heavy" or "Very Heavy" etc?

Second -- Does anyone know if Bioware took into account FACTION when determining server population or queues? Can a server be marked "FULL" when it contains nothing but Empire players? Or did they do the smart thing and shut off character creation for Empire while still allowing Republic, if Empire overwhelmingly overpopulates Republic?

If a server has a queue, can a Republic player skip that queue if they are playing on the under-populated team compared to Empire?

These would be some good ways to promote people playing Republic on servers that have imbalances favoring Empire.
