did you do all your class quest line, if not finish what ever quest you have under your Class quest line. just cuz you hit 10 doesnt matter if your not following your story line. well thats how it was in early beta and same with starship even if your 14/15 you need to be at that point in your class story to get your ship.

In beta there was a quest giver when you arrived at corouscant that gave you a quest to go talk to your class trainer for your AC. He was right outside the elevator, and you could not get the quest unless you were atleast level 10. I assume this is still the case.

The next quest in my class quest line is red (not green like usual) and displays "level 16" I'm a level 12 consular.

Did you not read the OP's edit? He has resolved the issue. If you can't pick your AC, you missed the quest giver....possibly because you weren't level 10 when you walked by him/her. Typically they will be on the space station, near the top of the elevator that runs down to the shuttle bay for your starting planet.

Basically, you get the quest as you exit the elevator at the Fleet.

If you are still having problems getting your advanced class check this out

All you could really say is to do your class quests though.
