if the burst had to be nerfed down, i suggest to compensate this by giving the scoundrel and operative some overall damage tools by reducing the cooldowns of back blast and blaster whip (and the corresponding OP skills).
the danger of beeing unable to react when jumped by scoundrels and ops is still avoided. the damage and danger of the classes will be viable.

as a scoundrel i am not saying the burst nerf is wrong. i am willing to work for the kill, but if the damage of the burst is taken away without any other change to the classes in question, these classes are pretty useless.
