Why are only two bosses considered "significant progress"?

For the weekly operations quest, why are only two bosses considered "significant progress"

Yesterday I beat the last three bosses of EV, and have no chance of getting the weekly bonus because apparently downing SOA isn't "progress".

Why not change the operation quest to defeating any three bosses?

So instead of beating the second boss of an op, you want them to make it require three bosses instead? Seems more difficult, for no real reason.

Because 1/2 the time or more you don't get credit for downing the second boss. Secondly, if they made it killing any 2 bosses on EV then you could get credit for killing 1st and 2nd or 4th and 5th if you came to the second day of a raid or something.

I more or less meant any three spanning both instances. Kill the first two in EV, kill the first in kaggath, or any other combination.

Making the weekly based on a single boss kill is just silly.
