I don't see why we need a dedicated open world PvP zone.

The only thing we need is a place and a reason for opposite faction players to get together.

The reasons could be resources, could be daily quests -- or just leveling quests, or other reasons.

There are no flying mounts in TOR, so as long as we get the players a good reason to get together, they will fight. Simple as that.
