However, the Deadeye and Gunslinger are also available at other Heroics: Gloves - Industrial Sabotage Headgear - The Mandalorian Terror but the Scoundrel Elite Upgrade set isn't. As I can't find any other Heroics on Balmorra that give the Scoundrel set, I can only conclude that the pieces *should* have been rewards for the above two heroics, but for some reason aren't.
