Maybe I heard wrong but I thought I heard a long while back that eventually we would get the ability to freely lower the hoods on our chest pieces. I personally hate most hoods and don't want to wear some really great outfits because the hood covers my face. Even if you don't make it an option in the character sheet, you could just make a Covert Energy Helmet, which when equipped, would force the chest piece hood down.
