I'm wondering if they decide toward the end of the season how good the rewards will be based on what the participation was like during the season. For example, if the participation during S7 was good enough to meet some of their desired minimums, they just make some titles and a mount and call it good. Then S8 rolls out, players are not feeling incentivized (based on the poor rewards precedent set by S7), not much participation, BW panics and ups the rewards to flood the ranked queues in the last ~month of the season to get to their minimum participation numbers.
