Where do you acquire amplifiers & tacticals?

Tacticals you acquire via drops from certain content (you can find it in the patch notes here, they can be bought from the vendor in supplies section and also crafted. Its all in the patch notes.

Amplifiers are a part of the gear you get in the game also from various sources. They are attached to your mods so when you view your character tab and ctrl+righclick on gear you will see them (if the gear has them). There is also an overivew of your amplifiers button in your character screen.

Its easy to find more info on them through google, just search "swtor Vulkk" he has some nice guides on it.
