1. Where do you get the schematics to build augmentations?

2. Can any crafting crew skill make them?

You get the Augmentation schematics from Slicing Missions for Tech parts(I get most on rich missions) which can be learned by one of the below Skills.

Armormech, Armstech, and Synthweavers can make to Augment Inserters (CRS, can't think of the name) and those schematics are available on the Trade Skill Vendors.
