I just checked, it's currently listed on Darth Malgus, Star Forge, and Satele Shan (that's also the order from cheapest at 10 mil on DM to more expensive on SS for 80mil. If you have the CC to unlock account wide, you can buy it on another server and unlock like that. GTN searches can be weird when there's a dash mark like there is in I-08.. best to do a more generic search for "requisition" and then search for it among all the droid companions.
