In the Sith Empire prior to the Zakuulan occupation, only Dark Council members and the Minister of War could create official Imperial awards for distinguished service. When the leader who creates a particular medal dies, that reward is officially removed from service and never offered again. Collectors of Imperial military memorabilia highly prize certain badges of honor that were only awarded to a select few individuals before their creators met an untimely demise.
