This isn't Skyrim where the players are encouraged to wander randomly and explore. SWTOR is a definitely a linear game and is there really anything wrong with that? Linear game play is conducive to storytelling. I would assume that most people who are interested in SWTOR care more about the story and not about exploring, and hence would spend their time trying to advance story lines. I personally feel that adding larger zones would go against the feel of the game and just make it feel disjointed. Thisn isn't a single-player RPG, either. MMOs need to be open.
