Slow Time in PvP: does the dmg mitigation work?

I like slow time in pvp, but I'm not convinced the dmg debuff is working as advertised (at least in pvp). It definitely does NOT show up in protection numbers as compared with the taunt debuffs. Anyone know if 1) this is working correctly, and 2) why we don't get tanking credit for it? I don't see a similar skill in any of the other class tanking trees.

I don't believe it's suppose to give you protection numbers like taunts do. Just a 5% damage reduction to the affected targets.
