Doesnt the empire and council exist to serve this guy? (I just started the Rishi expansion, but I rarely play outside of PVP, so spoil away!) As the next poster stated the Emperor wants to consume all life in the galaxy. That includes the empire, the republic, and the dark council. The dark council are not fanatical worshipers.
