I think force users can force push someone who chokes them and non force users can distract them as Boba Fett did or use a hidden dart or a rocket from your hand forcing the choker to lose his focus to dodge. The problem is that not many thought and that makes the difference between a trained non force user and a exceptional one.

Right as I said, the Non-Force User has to use all of what is available to make sure the Force User isn't able to correctly call upon The Force or their saber.
