I am feeling that the loot tables have been changed significantly in Flash Points these days - Especially where unique decorations are concerned. Prime example would be Taral V - the only place to get hold of a Science Station (field). I have run this now at least 20 times personally and I have had friends run it in other modes in an attempt to get the decoration.

So when did they nerf the loot tables of Flash Points and Star Fortresses, and who do I need to talk to to get the loot table fixed?

They nerfed them a while back I think.

Even stopped Isos dropping in Vet FPs.
