When I go to add a skill to it I can drag the skill to the slot but it won't allow me to add it to the bar. They aren't locked, I've restarted, reset to default and still nothing. If you open the new Galactic Guide / Welcome Window / Annoying Piece of (...) that got added with the update, does it cover those bars? It's bugged in a variety of ways, including that it "covers" that area that it covers even when it's closed. (And you can't drop the abilities "through" it.)
