Bioware, when will season 4 actually start and what changes or/and restrictions are being introduced into solo ranked arena to help fix the obvious problems that exist?

As you know 3.0 came with the end of pvp season 3 and the beginning of preseason 4. No pvp content was added for the launch of this expansion but instead promised for 3.1. It has now been 29 days since the official release of 3.0 (36 days since early access/the end of season 3 and the start of preseason 4).

Considering that bioware has mentioned multiple times via stream and forum posts that preseasons would only last for about 3 weeks, and how they were fully aware of the problems that solo ranked que had (just to name a few - - - no entry restrictions for what is considered swtors end game/NIM mode content, just be max level - - - no penalties for leaving a match - - - win trading - - - bolster/ect...) as well as the fact that changes were indeed coming in season 4, i cannot help but feel a little worried that their promises will yet again be met with delayed action.

Unlike season 1 and 2, the start of season 3 did not come with an official blog post by a dev (check below for season 1 and season 2 blogs!) but instead it was met with silence, no new content, no changes, just patch notes indicating that season 3 has begun. Bioware if you are out there, speak to us, your loyal customers/remaining playerbase who unlike preferred customers, must be subbed to play your ranked pvp! So i ask the above question, and i only hope Bioware responds by either answering this question or with an official season 4 blog soon, before this becomes another preseason 1 all over again

Also Bioware, if the rewards could be posted earlier/ more than 14 days before the end of the season maybe half way through if not at the start, that would be great ... Even if its just in alpha stage/ the ideas of what the rewards will be not the actual finished skin/picture; this will give non/casual pvpers a chance to actually obtain them if interested considering they will never be obtainable again... thanks again!
