You cannot untrain crew skills untill level 10, however you can learn them at any level. I like to get a head start on my gathering skills when I create a noob, and I find it frustrating that I cannot unlearn a gathering skill until I hit level 10.

 

I went to the trainer, and they do not give you the option to untrain.

You can untrain them from the UI. Hit the x on the right side of the line listing your skill.

You cannot list your skills until you get a companion.

Because you cannot use your skills until you get a companion, so there is really no reason to have skills beforehand.

Once you have a companion you can open the crew window, and that will allow you to unlearn skills.

 

Until that time, there are only two skills that I have found to be useful; Scavenging and bioanalysis.

 

You will fight and defeat droids and critters that can be harvested, but there are no nodes on starter planets.

You can not send a companion on missions until you exit the starter world, either.

 

So yeah, you can learn skills, but only two matter. In that light, why worry about unlearning anything? You can unlearn them when you get off of the starting planet and are actually able to really use them.
