transfer a cartel item to another character in my account

Wait for the timer to run out and try sending it again. The timer prevents you from sending it to another person or character or selling it.

 

If you have already used the item, you can't transfer it.

You can't trade/sell/move between characters Cartel Items for a set amount of time after purchasing. It tells you the timer if you move your cursor over the item. It'll work after the timer runs out.

Easily done once the "bound to you for 18 hours" thing runs out, but consider sending it to your Collections rather than a straight transfer. It costs a few credits, but after that the armor set will be available to ANY (or ALL) of your characters for no additional expenditure.

It costs a few Cartel Coins, as in real money.

 

You cannot pay for Collection Unlocks using in-game credits.

Along with costing Cartel Coins, not credits, you must equip the entire set on a single character to add it to your collections. Once that is done, you can pay to unlock it, and it will be available to every character on your account. Depending on the rarity of the set, the cost can go as high as 600CC (or maybe even more). Yup!!! 1,200 for the Outlaw armor set. That's the most I've seen. I'm pretty sure it says on the armor tooltip if you have to pay to unlock it.

 

Even still, if you're an alt-a-holic, and you really like the armor, it's worth it to unlock. That and the +41 level 10 crystals! It will save you in the long run.
