ProcessHeals
As far as latency goes, aim for under 150 ms and preferably around 50-80 from my experience in other mmos. You should google "Leatrix Latency Fix" to lower your ping.

NegativeX
60 FPS is ideal, but anything 30+ is acceptable IMO... Latency wise, anything under 150ms... And Leatrix gets another vote from me as well... works wonders. Edited December 14, 2011 by NegativeX

ProcessHeals
Will my ATI Radon HD 5770 video card let get 60 frame rate on high settings? I wouldn't hold your breath. Crowded warzones can make your fps drop to nothing. I have an nvidia 485m and ran saw a dramatic dip in my framerate during the Alderaan warzone. Buckit
performance seems a lot better relative to beta. that might be population related though.
Eraste
It really depends. 30+ FPS is pretty much playable in any condition, but Lat is different. From my experiences in WoW - FPS never really affected my performance, but when I lowered my ping from around 170 to 30 - it gave me a couple extra hundred rating in 3v3. But that was on a Feral Druid, the (imo) most unforgiving melee when it comes to latency. I'm sure a higher ping will be easier to get away with on ranged classes.
